Human Security

In its 1994 Human Development Report, the United Nations Development Programme (UNDP) defined Human Security as, "...safety from chronic threats such as hunger, disease and repression, and protection from sudden and hurtful disruptions in the patterns of daily life - whether in jobs, in homes or in communities." Human Security encompasses several dimensions of security: economic, food, health, environmental, personal, community and political. The absence of these dimensions is a threat to human security and human development. In the context of the Niger Delta, these issues are particularly pressing. The inequitable distribution of oil wealth coupled with ethnic diversity exacerbates the human security dilemma in the region. In an increasingly interdependent world, threats to human security have global implications. Interventions on the national level alone are insufficent, as evidenced by the recent global financial crisis. This considered, NIDPRODEV addresses threats to Human Security through the following programme areas:

  1. Livelihoods and Income Generation
  2. Conflict Management and Peacebuilding
  3. Women in Peacebuilding
  4. Reintegration and Reorientation
  5. HIV/AIDS

Following are some examples of NIDPRODEV projects focusing on Human Security:

CURRENT

  • Global Memorandum of Understanding (GMOU) Deployment
    The overall objective of the GMOU process is to build the capacity of the local communities to negotiate with the multinational oil companies for development funding, and then manage the process of choosing and implementing the development projects in their communities.

     
  • Mindset Change and Reorientation Programme
    The Mindset Change and Reorientation Programme is a 3-month, in-residence training programme for 150 youth from 13 oil-producing communities in the often volatile Niger Delta. The programme is a pilot test as well as first phase of the Job Creation and Conflict Prevention Initiative, and is jointly funded by the United Nations Development Programme, Shell, and Delta State Government; is managed by UNOPS; and is being implemented by Niger Delta Professionals for Development (NIDPRODEV). NIDPRODEV developed the programme’s training manuals, trained the trainers, and is involved in the day-to-day operations of the programme at a multi-purpose training facility in Delta State. Upon successful completion of the programme, trainees are eligible to participate in a one-to-two-year vocational training programme.

    The programme’s course content includes, but is not limited to, psycho-social development, basic life skills, conflict management skills, civic education, and vocational guidance counseling.

     
  • Strengthening Stakeholder Capacity for Peace through Dialogue on Oil Revenue Transparency in the GMoU Communities of Niger Delta
    This project is aimed at creating a demand-driven accountability mechanism, allowing indigenes of the Niger Delta to monitor and track the process of government expenditures for development. This project will also engender increased women involvement and participation in decision making in the selected communities.


PAST

  • Conflict Abatement through Local Mitigation (CALM)
    The project’s specific focus is on the five states of Rivers, Delta, Kano, Kaduna and Plateau. The integration of conflict management into all major sectors of the economy and society is a priority objective of the CALM project.

     
  • Conflict Management and Mitigation Regional Council
    The Conflict Management and Mitigation Regional Council (CMMRC) was held in 2007.

     
  • Local Governance and Participatory Development in the Niger Delta States of Bayelsa and Rivers
    A programme begun in 2009, aimed at conflict management and peace building using multi stakeholders' dialogue as a tool.

     
  • Niger Delta Friendship Library
    In partnership with Global Citizen Journey-USA, NIDPRODEV hosted a 40-person citizen diplomat delegation visit to the Niger Delta in 2005. The Niger Delta Friendship Library, located in Oporoza, Delta State, was created as the first library and computer center in the riverine part of the delta. 
  • Pipeline Facility Surveillance Program (PFSP)
    The PFSP is a capacity building programme focusing on educating security forces in areas such as Leadership, Conflict Management, the Voluntary Principle on Security and Human Rights, and the UN Global Compact.

     
  • Sweet Crude Documentary Film
    NIDPRODEV was host and Associate Producer for Sweet Crude, the first full length documentary about the Niger Delta. The film has received many awards since being released in 2009, and has just been signed with a distributor for world-wide distribution.
