CDCAC Inauguration and Orientation

As part of its Oxfam Novib funded Livelihood and Governance Programme (ONLAG), being implemented in four LGAs and 20 communities of Delta and Bayelsa State, LITE-Africa (formerly NIDPRODEV) established seven-person Community Development Council Advisory Committees (CDCAC) in each project LGA. The CDCAC is a community-level project advisory group comprised of community residents and local government representatives. It is tasked with gathering inforamtion about the development needs of its communities and ensuring that those needs are heard by government.

It will spearhead community advocacy efforts, specifically they will work to ensure increased women's participation in Community Development Councils (CDC) - community level governance structures. It also serves as an advisory group to local government and LITE-Africa. LITE-Africa will work with the CDCAC to ensure that ONLAG is meeting the needs of the communities and selected participants.

On 31 January through 2 February and 7 February through 9 February 2012, LITE-Africa hosted and facilitated the inauguration and orientation of CDCAC members in

Southern Ijaw and Warri North LGAs respectively. The inauguration was presided over by Chief Administrative Officers in each of the LGAs. The CDCAC members were sworn in by reading and signing their oath of office, demonstrating their commitment to fulfill their duties with integrity. Following the inauguration, CDC Chairmen in attendance were provided letters, calling for the allocation of 30% of elective positions in community governance structures exclusively for women. The CDC Chairmen will convey this information to their communities and liaise with LITE-Africa and the CDCAC on progress achieved.

The orientation was followed by a two-day orientation workshop. NIDPRODEV Programme Officers provided CDCAC members with a thorough understanding of their roles and responsibilities, assisted them in assessing livelihood opportunities and challenges in their communities and finally, oversaw the development of a work plan for their activities.
